Besides the open access fee, IEEE has a per-page fee for publications longer than 8 pages in their journal. So even if the paper is accepted, a 20-page formatted article would need, on top of the OA fee around US $1500 - $3000 to be published. If this charge is not honored, IEEE will charge a mandatory page charge of $200.00 per page in excess of nine (9) pages. The regular papers cannot exceed the total of 14 pages including the pages with mandatory charges. Transaction Briefs - Minimum Submission of 4 pages The maximum total manuscript length (excluding supplementary materials) with over-length page charge is 15 pages for a regular paper, 21 pages for a survey paper, and 9 pages for a brief paper.
As of 1 January 2019, the article processing charge (APC) for hybrid journals is US$2,045. Some journals charge additional fees (e.g. over-length and color page charges). See individual journal author instructions for specific details. For IEEE Access, the multidisciplinary journal, the article processing fee is US$1,750.
